Public Debate – Managerial Plan of the Candidate for Rector UTM

On Wednesday, March 20, 2024, the public debate of the Rector Candidate's Management Program took place with the entire academic community UTM, based on the Methodology regarding the process of establishing and electing leadership structures and positions at Titu Maiorescu University for the 2024-2029 period, according to Annex 1 – Calendar for the establishment and election of leadership structures and positions in UTM, 2024-2029.


Structured around four central pillars: creativity, innovation, complementarity, and internationalization, the current managerial program aims to combine university governance and strategic university management in an act of leadership specific to Titu Maiorescu University, efficient and performance-oriented.

While preserving the University's traditional identity, but leveraging the diversity characteristic of the institution, I propose mobilizing the entire "Maiorescian" community in a new development project, for the next 5 years, aimed at the future of private university education in Romania within the context of the developments and accumulation of knowledge in the European Union.

”In the current context of the University's development, project continuity is a priority. For this reason, the current Management Program titled “Competition Strengthens Us, Teamwork Perfects Us“ is, in fact, a proposal for the University's Development Strategy for the period 2024-2029, based on the analysis of specific performance indicators, constituting a declaration of commitment to the mission, as provided for in the New University Charter, essentially synthesizing our future aspirations.

This Management Program explains how the University will overcome its current limitations by utilizing opportunities generated by the present and the future. Equally, its implementation will require our full commitment, and an open and receptive attitude towards the continuous changes in the academic environment, with the aim of increasing university competitiveness.
The submission of candidacy for a new term as Rector of the Titu Maiorescu University of Bucharest is primarily driven by the desire to continue the managerial activities undertaken, in order to shape new directions and strategic objectives for achieving the University's declared mission: to educate students at the undergraduate, postgraduate, and advanced scientific research levels. Not least, it is based on the conviction that through effective management, we will continue to guide the University towards sustainable academic performance, which will confer national and international strategic competitiveness.

The arguments motivating my candidacy are my general management and rectorate experience, professionalism, loyalty, and total dedication to the University, whose history, evolution, achievements, material base, and human potential I know well. These are complemented by collegial consultation and transparency in all decision-making, which I have demonstrated throughout my over 8 years of university administrative activity. I intend to leverage this experience at a higher level during the next term. My candidacy is once again based on the idea that the position of Rector is not a privilege, but a responsibility that I wish to undertake for the 2024-2029 mandate.

I propose to the maiorescian academic community a dynamic and open leadership style, based on the idea of collaborating with all members of the University, to continue improving and modernizing all activities specific to academic life aimed at stimulating performance, initiative, teamwork, and the desire for progress of the entire academic community. I wish to continue to be a rector who relies on responsibility, trust, and respect, partnership, and initiative, stimulating creativity, performance, and innovation in relations with all members of the maiorescian community, as well as on promoting positive reforms and smart work, so that UTM becomes a top University in our fields of activity.”
