Operational Procedure for the Reimbursement of Public Transportation Passes Purchased by Eligible Students
ABBREVIATIONS
- TLC Subscription - season tickets on local public transport;
- TLC Request – the student's online application requesting reimbursement for the pass Transportation Local in Commute;
- TLC Portal - software solution, where eligible students for reimbursement Transport Local in Commute can complete online or TLC request;

- Eligible TLC Student A student eligible for reimbursement of expenses for the purchase of public local transport passes: a student enrolled in full-time education, up to and including the age of 30.;
- TLC – Local public transport;
- UTM - Titu Maiorescu University;
- Validator TLC – personnel within UTM who verifies the correctness/appropriateness of TLC requests and validates TLC requests.
SCOP
This procedure covers the rules and responsibilities regarding REIMBURSEMENT OF AMOUNT PAID by students of Titu Maiorescu University in Bucharest for purchasing subscriptions for local public transport in Bucharest, respectively passes issued by the Bucharest transport company STB S.A., and Târgu Jiu, and subscriptions issued by the company Transloc S.A. Târgu Jiu. Students enrolled in full-time education, aged up to 30 years, benefit from partial or full reimbursement of local transport subscriptions in common in accordance with the present procedure.
REFERENCE DOCUMENTS
- Law 199/2023 higher education, with subsequent amendments and additions:
ART. 128 para. (3)): Students enrolled in full-time education in accredited higher education institutions benefits from a 90% reduced fare on public local transportation, domestic road transport, by metro, as well as for domestic rail transport on all train categories, second class and by water, throughout the calendar year, until reaching the age of 30.
Students who have one or both parents deceased, as well as students from foster care or who have been in extended family, foster family, or foster care placement, according to the provisions of ART. 64 para. (1) of Law no. 272/2004 on the protection and promotion of children's rights, republished, with subsequent amendments and additions, benefits from gratuity for these transport categories. The methodological rules for subway and train transport are adopted by government decision.
ART. 128 para. (27)): Amounts paid into the account for the granting of transport facilities provided for in paragraph (3) NU may exceed the amounts corresponding to the net financial effect, equivalent to the total effects, positive or negative, of compliance with the obligation to provide transport facilities on the costs and revenues of the carrier, as provided for in Regulation (EC) No 1370/2007 of the European Parliament and of the Council of 23 October 2007 on public passenger transport services by rail and by road and repealing Council Regulations (EEC) No 1191/69 and No 1107/70.
Article 149, paragraph (3), letter G): Amounts allocated from the Ministry of Education budget, on a contractual basis, in accordance with methodologies approved by order of the Minister of Education, at the proposal of CNFIS, as applicable, include: g) subsidies for local public transport for students.
- Institutional contract among Ministry of Education and Titu Maiorescu University, signed on a calendaristic, for allocation from the Ministry of Education's budget corresponding sum to payment of the value of discounts for local public transport.
ELIGIBILITY CRITERIA
- Eligible students for the settlement of costs related to the purchase TLC subscriptions are the students who cumulatively fulfill the following two conditions:
a.sunt registered the UTM, for study programs of cycles I – bachelor's, II – master's, and III – doctorate, the form of full-time education;
B.up to and including 30 years of age.
- Settlement is made throughout the calendar year, as follows:
a.90% your value TLC subscription exempted by students enrolled in the current year in Bachelor's / Master's / Doctorate study cycles, in full-time education, aged up to 30 years old.
b.100% your value TLC subscription exempted by students enrolled in the current year in bachelor's / master's / doctoral study cycles, full-time education, under 30 years of age, with one or both parents deceased, as well as students from placement centers or who have been placed with extended family, foster care, or a foster mother, according to the provisions of ART. 64 para. (1) of Law no. 272/2004 on the protection and promotion of the child's rights, republished, with subsequent amendments and additions.
3.Student framing at 100 percent% will be carried out by the student by attaching supporting documents.
4.The foreign student registered with a suspensive clause eligible starting from the date of obtaining the letter of acceptance for studies / certificate of recognition of studies.
5. Students in a non-terminal year are considered eligible students until date of loss of student status deregistration.
6. Final year students are considered eligible students until date of loss of student status (expulsion/graduation).
7. After reaching the age of 30 or upon losing enrollment status as a full-time student, Eligible student TLC his lose rights for settlement TLC subscription.
8. The eligible TLC student submits an application for reimbursement of TLC subscriptions, ONLY for those subscriptions where validity period is over, as the student must meet the eligibility criteria, listed above, throughout the entire validity period of the TLC subscription.
9. In the event that the eligible student submits the application and it is found that, during the validity period of the subscription for which reimbursement is requested, the student turns 30 years old, then reimbursement will be made proportional with the subscription value for the period between subscription start date and the date the eligible TLC student turns 30 years of age (inclusive).
10. Payment for TLC subscriptions is made over the course of a calendar year. For students in their year of study non-terminals settlement is made until September 30 of the academic year (including during holidays), and for students in the years of study terminals the settlement is carried out until the date of losing student status Exmatriculation / Graduation.
11. If a final year student submits a request for study extension for the following academic year, they will continue to benefit from the reimbursement of their season tickets.
12. Payment for TLC subscriptions is made as follows:
During the period January 1st N – September 30th N for students enrolled in the current academic year, respectively (N – 1) – N;
b. During the period October 1st – December 31st for students enrolled in the upcoming academic year, respectively (N) – (N+1).
13. Cost Settlement TLC subscriptions it is done ONLY within the limit funds received by UTM from the Ministry of Education.
SETTLEMENT PROCESS STEPS
A. SUBMITTING THE APPLICATION
- After DIT&C opened the online application procedure for reimbursement of TLC subscriptions, ONLY eligible TLC students will be able to access TLC portal (the UTMsoftware solution), with a Microsoft 365 account, where it will deposit Online application for TLC subscription reimbursement.
- Applications are submitted online from 06/20/2024 through 09/30/2024 for TLC subscriptions that are valid in the period 01/01/2024 – 09/30/2024.
- The student's first step is to express their agreement with the processing, collection, and transmission of personal data for the purpose of settling TLC subscriptions.Annex 1 – GDPR TLC Agreement Information) The content of the agreement, as set out in Annex 1 - GDPR TLC Agreement Notice, will be available at TLC portal, so that the student can read and/or download this information in .pdf format. After reading the information, the student will be able to give their consent by checking TLC portal to the option:
- Having knowledge of the General Data Protection Regulation (‘GDPR’), I hereby give my consent for the University to collect and process my personal data for the purpose of processing TLC subscription payments.
- If the student will not give its consent General Data Protection Regulation in this regard, then the TLC request will not be able to be filed.
- If the student will give their consent General Data Protection Regulation in this regard, the TLC application can then be filed ONLINE, the student can fill in the following fields:
a. Submission Date: will be completed automatically upon online application submission, as the current date;
b. Date of birth: to be completed by the student;
c. Phone number: to be completed by the student with the phone number used to register on TLC platforms and for which the student is requesting reimbursement for the TLC subscription (if applicable);
d. Email address: to be filled in by the student with the email address used for enrollment on the TLC platforms and for requesting TLC subscription reimbursement (if applicable);
e. For students in the study programs of Bucharest, the following subscription data will be further completed:
f.1. STB Card SeriesThe student from the Bucharest study programs will complete the card series for which the reimbursement of the STB-issued TLC pass is requested.;
F.2. Type of subscription requested for settlementThe student will choose one of the following options:
- 30 days;
- 6 months;
- 12 months.
f.3. The billing period requestedthe student will complete the validity period of the subscription requested for reimbursement;
f.4. Total paidThe student will choose one of the following options:
- 80 Romanian Leu;
- 400 lei;
- 700 lei.
f.5. The settlement percentage where the student falls: The student will choose one of the following options:
– 90%
– 100%
f.6. How to purchase a TLC subscriptionThe student will choose one of the following options, representing the acquisition methods provided by STB:
i. From STB points of sale;
ii. Regarding vending machines;
iii. Through the YOUTH TB mobile application;
iv. Via the 24 PAY mobile app;
v. Via SELFPAY terminals;
vi. Online via the STB web portal.
f.7. Student's IBAN for reimbursement of the TLC pass value: The student will enter the IBAN issued in the student's name, where they wish the requested amount to be transferred for reimbursement.
for students of study programs in Târgu Jiu, the following will be further completed:
g.1. Subscription serial number: the student from the study programs in Târgu Jiu will fill in the serial number and the number of the subscription for which he/she is requesting the TLC subscription issued by the STTJ;
g.2. Type of subscription requested for settlementThe student will choose one of the following options:
2 weeks;
3 weeks;
iii. lunar;
g.3. The billing period requestedthe student will complete the period of the subscription requested for reimbursement, according to the TLC subscription payment document;
g.4. Total paid: The student will complete the amount paid for the TLC subscription;
g.5. The settlement percentage where the student falls: The student will choose one of the following options:
– 90%
– 100%
g.6. Student's IBAN for reimbursement of the TLC pass value: the student will enter the IBAN issued in the student's name, where he/she wishes to transfer the requested amount.
- After entering TLC request, The student is obligated to attach the following documents:
Scan of the identity document.
b. Scan front/back of the document representing proof of TLC subscription payment.
Depending on the purchase method chosen by the student, one of the following documents will be uploaded:
I. For students from the study programs in Bucharest, the documents will be uploaded:

ii. For students in the study programs of Târgu Jiu, the documents will be uploaded:

c. Scan for TLC nominal card from which the holder's name and card series can be seen, ONLY for students in Bucharest study programs.
d. Scan for TLC nominal subscription from which the holder's name and the serial number/identity document number are evident, ONLY for students of study programs in Târgu Jiu.
Scan IBAN from which the account holder's name and IBAN account number can be clearly identified.
B. REQUEST VALIDATION
- In case TLC request if you attached a document issued at TLC points of sale as proof of payment, then the student has the obligation TO DEPOSIT the document in original in collection points of documents regarding the settlement of TLC subscriptions. The submission of documents in original by the student is done based on an appointment scheduled by TLC validator (personnel from UTM designated to verify TLC applications) and sent to the student's institutional email address. Upon submission of the original document, TLC validator check the document in original against the document uploaded to TLC portal
If these documents are identical, then TLC validator will complete in TLC portal date when the document is submitted in original and it will print a Minutes of Handover – Original Documents in duplicate (one copy for each party).
b. If these documents are not identical, then TLC validator will refuse to receive the document in its original form.
- After the online submission of TLC applications, TLC validator access TLC portal and check the validation conditions of a TLC request respectively:
a. Meets the eligibility criteria mentioned in Art. 128 Paragraph (3) of Law 199/2023 on Higher Education;
b. Correspondence and correctness of the data entered in the TLC application with the attached documents;
c. Readability and correctness of attached documents;
d.The subscription period has expired;
e. For TLC requests with proof of payment being a document issued by TLC sales points, the document must be submitted in its original form to the TLC validator.
For students enrolled in study programs in Bucharest, verification will be made of the concordance between the data entered on the TLC form submitted by the student and the corresponding data in the STB database.
- Applications will be validated by the 10th of the following month for applications submitted by the last calendar day of the previous month. This deadline may be extended depending on the number of applications submitted, and the student will be informed of the extension.
- The student will be informed about the status of their request via their institutional email address, specifically whether the request has been validated or if it has not been validated (including the reason for non-validation).
C. Silver of the Sumelors
- The processing of payment requests will be carried out by the Economic Department between the 11th and 25th of the month for all previously validated requests.
- The student will be informed about the status of their application via their institutional email address, specifically whether it has been processed for payment or not (including the reason for non-processing).
