Transfer Mobility / Re-enrolment in Higher Year

  • Academic Mobility in a higher year refers to the transfer, re-enrolment or resumption of studies in a higher year of candidates with partial university studies in order to continue their studies.
  • Mobility within Titu Maiorescu University (UTM) is realized by applying the European Credit Transfer Credit System ECTS. The credits are recognized, equalized and transferred on the basis of the compatibility of UTM study programs (teaching plan) with similar programs of universities in the country and with those of international universities (outside Romania).
  • Titu Maiorescu University reserves the right to refuse the recognition of studies carried out in other higher education institutions or which do not apply the ECTS system.
  • The following cumulative conditions must be met for the recognition of credits:

higher education institutions are accredited;

study programs have the same level of qualification in the European Qualifications Framework (EQF);

study programs are in the same fundamental field, and the same cycle of undergraduate studies;

degree programs have the same total number of compulsory transferable credits;

study programs lead to similar competences/learning outcomes.

  • Transfer/re-enrolment can only be done at the beginning of the semester, after the first semester and until the end of the penultimate semester.
  • The transfer/re-enrolment during the academic year (between the 2 semesters) is possible only for Romanian citizen candidates or foreign citizen candidates who have the right to stay in Romania at the time of submitting the transfer/re-enrolment application.
  • Eligibility conditions for the assessment of transfer/re-enrolment applications:

applications with studies interrupted more than 5 years before the date of application will not be accepted;

applications will be received/evaluated from candidates with partial studies in EU and non-EU countries who are here (ANNEX 1 to Order No 3223/2012, in all other EU Member States not listed in this Annex, and the Republic of Moldova).

  • The recognition and equivalence of studies is carried out by the Equivalence Commission of the Faculty to which the transfer/re-enrolment is requested. The Equivalence Commission evaluates each subject and decides which subjects and credits can be equated, including credits in advance, as well as the year of study in which a candidate can be enrolled.
  • Enrolment by transfer/re-enrolment in a year of higher study is limited to the number of places available for the year of study in question, without exceeding the enrolment figure. If the number of eligible candidates exceeds the number of places available, admission will be made in descending order of the number of transferable credits equivalent for the program of study concerned.
  • UTM students who have had their courses suspended for various reasons have priority for re-enrolment in a higher year of study.
  • The process of recognition and equivalence of studies meets the following conditions:

only the subjects for which the candidate passed the exams in the educational institution where he/she studied are taken into account for equivalence; the equivalence and differences form will include the credits equated in advance;

no more than 15 outstanding credits accumulated in no more than the last two years of study will be accepted; the 15 outstanding credits are calculated according to the number of credits in the UTM curriculum;

the sum of transferable credits related to subjects that constitute a difference may not exceed 30 credits within the study cycle and 15 credits per academic year. Optional subjects are not taken into account in this calculation.

  • The process of recognition and equivalence of studies can have the following solutions, in addition to which, if necessary, the candidate can take the difference exams for subjects that are included in the UTM syllabus, but could not be equated according to the candidate's educational situation:

recognition of studies and recommendation to enrol in the year of study requested by the candidate;

recognition of studies and recommendation for enrolment in a lower year of study than the one applied for, if the number of credits awarded is less than the number required for enrolment in the year of study applied for by the candidate/the year of study he/she would have followed at his/her home educational institution, if the candidate has requested this at the time of enrolment.

non-recognition of previous studies and rejection of the application in the case of applications in which the amount of credits equivalent to the UTM program is insufficient for one year of study.

  • TRANSFER/RE-ENROLMENT IN THE SECOND SEMESTER OF THE CURRENT ACADEMIC YEAR

end of the first semester of the current academic year and beginning of the second semester (winter/inter-semester vacation period, according to the structure of the respective academic year)

only Romanian citizen candidates or candidates who are foreign citizens who have the right to stay in Romania at the time of application transfer/re-registration

the applications of foreign candidates without residency in Romania submitted during this period will be analyzed until September 30 of the current academic year, the admitted candidates will be transferred/re-enrolled in the following academic year

  • TRANSFER/REENROLL AT THE BEGINNING OF THE UNIVERSITY YEAR (first semester)

July 1 - September 20 of the current academic year to start in the following academic year.

  • Registration is done physically at the Faculty Secretariat. Documents sent by email or by post are not taken into consideration.
  • The application may also be submitted by another person in place of the candidate, on the basis of a power of attorney.
  • International candidates or those coming from universities outside Romania must have their application validated by the International Relations Department before submitting it to the Faculty Secretariat.
  • The period for processing recognition and equivalence applications may be extended if it is necessary to verify the authenticity of the academic documents or the status of the higher education institution.
  • The results of the recognition and equivalence process are communicated to the candidates by the Faculty Secretariat by email or telephone.
